I know what it is and why. 2 of the lug nuts are missing and he needs to show them what they look like. or since there are 2 holes he might need the whole thing. now I need to know why and when and where…

Well, it is the wheel of a vehicle. My guess is that he is trying to show someone something about it, maybe to repair it in some way. Or maybe he is even going to sell it.
